Select FAQ Category:

I just recently filed an application but when I check LMS, it states "unpaid fees". This is for an LPFM/NCE with no fees. What's wrong?

This is a common cause of confusion, especially to those who may be new to using LMS.  On the "Submitted" subtab under the "Applications" tab in LMS (when logged in for filing), the header of the list of applications will look like this:

Screenshot from LMS

The "unpaid fees" with the icon is a header that always displays whether fees are owed or not.  Yes, the presence of the icon does make this very confusing.

If the application was for a commercial station and there were fees due, a line of information under the header with the application in question would have a "Pay Fees" link in that column. That link would take the user to the FCC's Fee Filer system.  If there is no link there, then no fees are due.

This is also a reminder, if you are filing an application in LMS for a LPFM, full-service NCE or FM Translator station rebroadcasting a noncommercial station, you may see on the "Fees and Waivers" section one or two questions regarding whether the application is exempt from regulatory and/or application fees.  Always answer this/these question(s) as "Yes", the application is exempt from these fees.  When the form asks for the reason for the exemption, simply enter "NCE" (for full-service, LPFM and translators).   The fee question(s) will appear on certain application types like call sign requests, assignments and transfers.

If for some reason you are seeing a "Pay Fees" link on an LPFM, full-service or translator application that will be used for a noncommercial educational operation, please contact REC or FCC Media Bureau staff for assistance.
