LPFM.us has been updated with data effective as of December 18, 2021~January 2, 2022. 

Additional touch-up work still needs to be done on Christian satellite network affiliates (EWTN, Relevant, 3ABN, Radio74 and LifeTalk).   We plan to make some changes on how this affiliate data is stored in our database.

Also in 2022, we will be planning some modifications to the segment codes that identify the type of organization that owns each LPFM station.

On Saturday, we have lost access to one of our primary workstations.  Root cause: Microsoft.

Our access to resources at this time are limited. 

All of our data related to applications and other related work was backed up.  

We do have access to ComStudy from another machine. 

We will have limited email capabilities. 

This issue does not impact our cloud based public facing or back end services.  No websites are down because of this.

We will be able to update the window tool as amendments come in.

MX Applications

MX group lists now include a counter that shows the number of applications remaining in the group as a result of dismissals and applications being amended to go singleton.

Scoring Notes: Each MX group now includes space for REC to make a detailed note that describes how we scored the group in order to reach a predicted winner. 

When all applications are now singleton or dismissed, REC can mark the group as "cleared".  This will show on the MX Group List as a cleared group.

As of 12/4 8:30AM ET, FCC's LMS is currently down.  Delayed response with 503 errors.  No ETU. 

As a result, LMSBOT/eLMS real time updates are not available at this time.

Saturday's LMS raw data update failed.  At 8AM ET, we started a recovery effort to bring in the previous raw data file.   ETU 9:30 AM ET.  

12/5 14:50 - FCC restores LMS.  Manual update with Sunday data taking place.

Major version upgrade of the recently established Filing Window Tracking Tool (recnet.com/window).  

Developed a comprehensive system for tracking the applications filed in the 2021 NCE filing window.  This structure will also be used for the LPFM filing window. 

Main features include:

• View all applications by state.
• View application details that were both captured by eLMS and manually entered by REC.
• MX group management.
• MX group list.
• "Garbage list" of applications that have no technical or administrative merit.

More functionality will be released later.

Due to the NCE Filing Window, the FCC has temporarily stopped providing daily updates of LMS raw data. During this time:

Added new functionality for ownership reports where it will now display the Respodent's name.

Added new functionality in Broadcast Actions to display a message when the application had previous Informal Objections or Petitions to Deny filed against it.  Previously, this functionality only worked for CDBS filed applications but now supports LMS filed pleadings.  Clicking on the red "Prev Objection" link will direct to an REC page displaying the pleading history of the application. 

10/06/21 8:51AM ET - Empty LMS file received from FCC today.  Some tools are not displaying correctly.  

ISSUE:

Some AM stations were not appearing in the FCCdata AM dialscape for US facilities.  (Dialscape is the list of stations on FM, AM and TV after the community name is entered in FCCdata.)

CAUSE:

Issue:

FCCdata was not displaying current records for FCC Amateur Radio Service licensees.

Cause:

FCC changed URL to obtain raw data from ULS.

Resolution:

Modified daily scripts to pick up raw data from current FCC URL.

On 9/25, performed a full refresh of the Amateur Radio Service database tables to bring the system to current. 

Issue:

Users receiving "403 Forbidden" messages when trying to obtain information from various REC services.

Cause:

Problem traced to FCC legacy HAAT (height above average terrain) tool.

Resolution:

Modified internal coding to retrieve this data.

FCCdata: 

US/FCC - Installed fix in fccdata that prevented new FM facilities (such as boosters, Auction 109 and eventually NCE Window) from displaying on dialscape. 

US/FCC - Installed some basic functionality on TV records to support ATSC3.  ATSC3 license modification records will now show that a station is broadcasting in ATSC3 either on that facility or as a simulcast on another facility.  Dialscape now shows whether a station has ATSC3 (either on that specific facility or as a simulcast on another facility).

Fixed issue in eLMS ALTC parser where phone numbers for parties to the application were not being parsed correctly. 

Reparsing all LMS ALTC applications to correct.

Added support for new broadcast incubator question on ALTC applications. 

New field: altc_details/t_incubator  varchar(1);

Fixed a query to LMS tables in ALTC to look up country names.
