They are considered expenses reasonably incurred by the applicant in preparing, filing, prosecuting and settling its application for which reimbursement is being sought. It can also include expenses reasonably incurred during the construction phase including purchased equipment that will be included in the transaction and installation costs. Operating costs such as rent, salaries and utilities are not recoverable. Applicants should include a detailed schedule of the expenses incurred to demonstrate that they were reasonable, legitimate and prudent.
