Channel 200 (87.9) is intended only for grandparented Class D FM stations that are being displaced as a result of a modification by a full-service (primary status) NCE station. There are very strict limits on the placement of a Channel 200 displacement including a massive Channel 6 protection and since it's use for FM sound broadcasting is not internationally agreed to, no Channel 200 stations can be placed in the border coordination zones (within 402 km from the Canadian border and 320 km from the Mexican border).
In 2004, the FCC granted a waiver to CSN International to allow their FM translator on 88.1 to move to 87.9 due to displacement by a modification for a full-service station. This is the only time the FCC has ever done this for a translator. Since this was done on a modification due to displacement and technically FM translators under 100 watts are considered "Class D", the waiver was justified.
It is very unlikely that the Commission will entertain an application filed in the window for Channel 200 either on the original application or as a permitted modification prior to the grant of the original construction permit since no encroachment exists.
